Customs services

Transportation of any cargo is a great responsibility borne by both parties that entered into a contract for the sale or exchange of goods.

Customs services involve a wide range of activities performed upon arrival of the cargo at the customs point. Time is the most valuable resource of great concern to all parties to the contract. The cargo must be delivered at the earliest, without delay at the customs point. To this end, customs clearance and release of goods is now carried out on a same day basis.

Parties to a contract for the transportation of cargo often have the cargo properly, promptly and legally delivered by responsible persons. Nowadays, customs authorities’ activity is strictly under the law which establishes the relevant norms and rights. The most reliable and safe way of participation in foreign economic activity is cooperation with a licensed customs representative. By cooperating with customs representatives, "Fossa" provides participants in foreign economic activity with the following advantages:

1. Bill of entry preparation with an electronic digital signature (EDS)

  • no need to recruit and employ customs clearance specialists;
  • no need to obtain EDS (EDS is only issued to the official employee of the company);
  • no need to buy and annually update the software to electronically complete and file a bill of entry to the customs authority.

2. The customs representative may pay all customs fees

  • if the customer is short of cash to make a customs payment, the official customs representative is able to pay its own money in only 1-2 minutes;
  • the customer may not transfer money to the customs office as soon as the official customs representative is able to make the necessary payment with its own money;
  • short-term lending to the customer for making customs payments.

3. The customs representative is present at all cargo handling procedures and participates in all customs control procedures

  • participation of the cargo owner in preliminary inspection or cargo screening is not required as soon as under the contract between the representative and the customer all these functions are exercised by the official customs representative;
  • the customs representative is also present at and participates in all procedures performed at the temporary storage warehouse (TSW): putting the goods in storage at the TSW, releasing the goods from the TSW, loading the goods onto the vehicle, etc.

4. The official customs representative shall be jointly and severally liable for the violation of customs regulations

  • the customer may be assured that the bill of entry is completed properly by the official representative as soon as in the event that a mistake made by the representative leads to the initiation of an administrative offense case, the representative shall be held fully liable for the same and subject to penalties;
  • in case of initiation of an administrative offense case, the official customs representative has the right to represent and protect the interests of its client.

4. Legal support

  • The customs representative tunes into the latest changes in the customs laws;
  • Keeps its client updated about any changes in customs laws;
  • May contractually represent any interests of its client in and consult customs authorities.
